Marquis Who’s Who Honors Elizabeth Roulette Baseler, MS, for Expertise Research and Development

Her journey began at Leidos Biomedical Research Inc. in Frederick, Maryland, where she recently served as the directorate head of clinical monitoring and as the research program directorate in the Frederick National Laboratory for Cancer Research until her retirement in 2022. In this role, Ms. Baseler was not just responsible for setting up the clinical infrastructure and overseeing the regulatory compliance of clinical protocols conducted by the National Institute of Health throughout the U.S. and globally, but she did so with unwavering dedication and passion. Her work took her to more than 25 countries to establish clinical trials, showcasing her dedication and expertise in her field.Following her extensive tenure at Leidos, Ms. Baseler became a senior clinical project manager at Manpower in Frederick in 2023, where she continues to give back to her industry as a leader in clinical trial management.

Throughout her career, Ms. Baseler has been recognized for her contributions to science and medicine, notably her pivotal role during the Ebola outbreak in West Africa from 2014 to 2016. Her efforts in setting up clinical trials and working closely with ministries of health to prevent the spread of the disease and find treatments were not just significant, they were crucial to the global response to the outbreak.

Highly educated, Ms. Baseler received a Bachelor of Science in biology from McDaniel College in 1978 and a Master of Science in Administration and management from Hood College in 1984. Her passion for biology, clinical research, and science was nurtured by her family, particularly her husband, parents, and several mentors.

Beyond her professional achievements, Ms. Baseler is actively involved in various industry-related organizations, such as the Society of Clinical Research Associates, the Public Responsibility in Medicine and Research, the Regulatory Affairs Professionals Society, the Project Management Professionals, and the Association of Public Health. These memberships reflect her commitment to advancing public health and medical research.

Apart from her work-related endeavors, Ms. Baseler is deeply engaged with civic-minded organizations. Since 2024, she has served as a volunteer mentor with Woman to Woman Mentoring, has contributed to Blessings in a Backpack, and has supported the Ocean City Reef Foundation. In the future, Ms. Baseler aims to continue working part-time while dedicating herself to mentoring and women’s leadership groups.
